Performance Records Policy

ICSD recognises three record categories: Deaflympic Records, World Deaf Championship Records, and World Deaf Records. The recognition and confirmation of a record are solely within the purview of ICSD. Furthermore, ICSD holds exclusive rights to utilise, disseminate, and commercialise any audio-visual, promotional, or associated content related to a record. Upon record achievement, ICSD will compile all necessary data for ratification, and no performance shall attain official record status until ratified, typically by the ICSD Chief Executive Officer (CEO).

Below is the policy which is applied to all athletes who break one of the three record categories.

1. Criteria

1.1 A performance which is ratified by the ICSD Chief Executive Officer as a Record is automatically recognised.

1.2 The athlete achieving the Record must have been eligible to compete under its sport competition rules and regulations and must have been under the jurisdiction of a sports federation.

1.3 Once a record is achieved or tied, the process for ratification is as follows:

1.3.1 Deaflympic and World Deaf Championships Records:
The Sport Directors in each sport are responsible for gathering all necessary information within 24 hours. They must then submit the official application form, along with the required attachments, to the ICSD Secretariat for ratification.

1.3.2 World Deaf Records:
The National Deaf Sports Federation (NDSF) in the respective country takes on the responsibility of promptly collecting all required information for the record's ratification by the ICSD Secretariat. Official recognition of the record is granted only after ratification by the ICSD CEO. To initiate the ratification process, the NDSF should promptly notify the Sport Directors in the relevant sport where the record was set, indicating their intention to submit the performance record.

1.4 The official application form must be completed and dispatched to the Sport Director within thirty days. Forms can be obtained upon request from the Sport Directors or downloaded from the ICSD websites (ciss.org or deaflympics.com).

1.5 The NDSF where the Record was set shall send, with the official application form:

1.5.1 The printed programmed of the competition;

1.5.2 The complete results of the events;

1.5.3 Additional requirements listed under the specific events.

1.6 The Record shall be better than or equal to the existing Record for that event, as accepted by the ICSD Secretariat. If a Record is equalled it shall have the same status as the original Record.

1.7 When a Record has been ratified, the Sport Director will inform the athlete's National Federation, and post the Record on ICSD website(s).

1.8 The ICSD Secretariat will supply the official Record award to the Record holder(s).

1.9 If the record is not ratified, the Sport Director will give the reasons.

2. Deaflympics, World Deaf Championship, and World Deaf Records

2.1 Deaflympics Record
To establish a record in the Deaflympics, the following conditions must be met:

2.1.1 An athlete in the competition must be deaf as defined in the ICSD Audiologram Regulations and not use any kind of auditory-aid (internal or external) in the competition.

2.1.2 ICSD will ratify the Record even if no testing was conducted, under the condition that an authorised doping agency was present throughout the entire duration of the competitions. In cases where an athlete was part of a relay team and was tested, all members of the team will be subject to testing.

2.1.3 ICSD Sport Director and/or ICSD Representative present at the time of competition

2.1.4 Applications for records must be made on the ICSD official form by the responsible authority of the Organising Committee and must be accompanied by a copy of the evidentiary output. The ICSD application form must be delivered to the ICSD Sport Director within 24 hours of the record-setting performance.

2.2 World Deaf Championships
Similar conditions as the Deaflympics Record apply.

2.3 World Deaf Records
When a world deaf record is to be claimed, the school, college, association, club, or organisation responsible for organising the competition at which the performance was made shall take all necessary steps to have the record applied for, including:

2.3.1 An athlete in the competition must be deaf as defined in the ICSD Audiologram Regulations and must be reviewed and approved by the ICSD Audiologist (Audiogram code: C or better).

2.3.2 Records must be set at facilities which meet the specifications described in the sport rules. The measurement of the course must be certified by a surveyor or other qualified Official.

2.3.3 A record set during a competition shall be confirmed only if a license official has been monitoring the competition.

2.3.4 Any record attempt shall be authorised in writing by the National Federation of the country where the attempt takes place. The National Federation shall appoint a representative to witness the attempt.

2.3.5 Officials responsible for signing must hold current certification from their respective sport federations.

2.3.6 Any Deaflympics or World Deaf Championship Record shall be better than or equal to the existing Record for that event is automatically recognised.

3. Sports in which recognised

3.1 Athletics [to be added]

3.2 Bowling [to be added]

3.3 Shooting

3.3.1 Before and after the competition, both the athlete's apparel and gun must undergo inspection when a record is being set.

3.4 Swimming

3.4.1 The swimwear barcode number must match the FINA barcode number.

3.4.2 Records will be recognised if the times are reported by Automatic Officiating Equipment (AOE).

3.4.3 The first athlete in a relay team (except for mixed relays) may apply for a record for their leg of the relay. If the first athlete completes the distance in record time, his or her performance will not be nullified by any subsequent disqualification of the relay team for violations that occur after the distance has been completed.

4. Revocation
If an athlete admits or is found to have used or benefited from a prohibited substance or technique before achieving a Record, their recognition will be revoked. This applies in cases where evidence is discovered at any time. Furthermore, the athlete will be ineligible to participate in any ICSD-sanctioned events, regardless of their role as an athlete or their position in any ICSD-related office, including Executive Board and Commissions.
